Pakistan Fuel Price Update: Diesel Price Hike, Petrol Remains Unchanged (2025)

A bold move by the government has left many questioning its impact on daily lives. The recent decision to keep petrol prices stable while hiking high-speed diesel (HSD) by a substantial Rs6 per litre has sparked controversy. But here's where it gets interesting: this decision could have a ripple effect on various sectors of the economy.

Let's break it down. The federal government's notification, effective November 16, sets the new HSD price at Rs284.44 per litre. This move was justified by citing input from the Oil & Gas Regulatory Authority (OGRA) and relevant ministries.

Now, here's the catch: HSD is the fuel of choice for most transport sectors, including heavy vehicles, trains, and agricultural machinery. Its price hike can directly influence the cost of vegetables and other essential goods, creating a ripple effect on inflation.

In contrast, petrol, primarily used in private transport and smaller vehicles, impacts the budgets of middle and lower-middle-class households. The government's tax structure on petrol and diesel is complex, with charges of approximately Rs99 per litre on both, despite a zero general sales tax (GST) on these products.

The government also imposes a petrol levy and climate support levy, adding up to Rs79.50 per litre on diesel and Rs80.52 per litre on petrol and high-octane products. Additionally, customs duty of around Rs17-18 per litre is charged on petrol and HSD, regardless of local production or imports.

Distribution and sales margins further add up, with oil companies and dealers pocketing approximately Rs17 per litre. The dominance of petrol and HSD consumption, at 700,000 to 800,000 tonnes per month, compared to kerosene's 10,000 tonnes, highlights their significance in the market.

Petroleum levy collections reached a staggering Rs1.161 trillion in FY25 and are projected to rise by approximately 27% to Rs1.47tr in the current fiscal year.

So, the question remains: Will this price hike in HSD have a significant impact on inflation and the overall economy? And this is the part most people miss: the potential long-term effects on various industries and households.
