How JICA & ADB are Empowering Small-Scale Farmers in Asia with $175M Investment | WFW Legal Insights (2026)

A bold initiative is set to revolutionize the lives of small-scale farmers in Asia. But here's where it gets controversial...

Watson Farley & Williams (WFW), a renowned legal advisor, has played a pivotal role in securing a $75 million financing package for ECOM Agroindustrial Corp Limited and ECOM Agroindustrial Asia Pte Ltd (ECOM). This funding is part of a larger $175 million project with a noble mission: to strengthen supply chains and uplift the lives of small-scale farmers across the Asia-Pacific region.

The project, co-financed by the Asian Development Bank (ADB), aims to create a stable market for coffee produced by over 60,000 small-scale farmers in India, Indonesia, Papua New Guinea, and Vietnam. But it doesn't stop there. ECOM's commitment extends to providing consulting services, including coffee certification support, climate change adaptation projects, and even farming support specifically tailored for female farmers.

This initiative builds upon WFW's previous advisory role to ADB in December 2024, where they facilitated a $100 million financing package to ECOM under the same project.

JICA, the Japanese International Cooperation Agency, is at the heart of this endeavor. As a governmental agency, JICA is dedicated to fostering economic and social growth in emerging economies and promoting international cooperation.

On the other side, we have ECOM, a Swiss-based global commodity trading and processing powerhouse, with a focus on coffee, cocoa, and cotton.

And this is the part most people miss: ADB, the Asian Development Bank, is a leading multilateral development bank, committed to driving inclusive, resilient, and sustainable growth across Asia and the Pacific.

The WFW Hanoi Finance team, led by Projects Partner Matt Lorimer, with support from Associate Phan Nguyen, has been instrumental in advising JICA on this project.

Matt Lorimer shared his thoughts: "We're incredibly proud to have advised JICA on a project that has such a profound impact on communities across the Asia-Pacific. ECOM's work with farmers has been nothing short of transformative, and we're always thrilled to be a part of initiatives backed by JICA and ADB."

This project showcases the power of collaboration between legal advisors, governmental agencies, and global corporations to create a positive impact on a regional scale.

What are your thoughts on initiatives like these? Do you think they effectively address the challenges faced by small-scale farmers? We'd love to hear your opinions in the comments below!
